Puerto Rican Chamber of Commerce Building – Land Swap, Planning & Entitlement Management

The Puerto Rican Chamber of Commerce Building in Wynwood Norte represents a complex public–private land transaction and community-driven development initiative originally conceived as a new headquarters and cultural center for the Puerto Rican Chamber.


Acting on behalf of Mana Common, Dylan led the full lifecycle of the entitlement strategy, beginning with a highly complex land-swap negotiation with Miami-Dade County. This multi-party exchange secured the site required for the Chamber’s new facility and aligned county, municipal, and community objectives.


Working closely with the Puerto Rican Chamber leadership and the broader Puerto Rican community in Miami, Dylan coordinated stakeholder engagement, project programming, and neighborhood alignment. He then assembled and managed the full consultant and design team—including architecture, engineering, and planning—to develop the project through concept, full design, and permit-ready construction documents for a three-story civic and cultural building.


In 2022, Miami-Dade County made the decision to repurpose the site for higher-density, affordable housing, changing the program from a 3-story civic structure to a 12-story mixed-use housing development consistent with evolving “highest and best use” planning objectives for Wynwood Norte. The project continues under county direction with the entitlement groundwork, zoning pathway, and coordination foundation previously established.


The initiative demonstrates Dylan’s ability to manage complex land transactions, engage diverse stakeholders, navigate county and city approval processes, and take a multi-agency project from vision to permit-ready status, even when program requirements shift.
