


MANA WYNWOOD SPECIAL AREA PLAN
KMCBuild - Led the full entitlement effort for the 23-acre, 10M sq ft Mana Wynwood Special Area Plan, including master planning, multi-agency coordination, public engagement, BID negotiations, and City Commission approval for one of Miami’s largest mixed-use development frameworks.
The Mana Wynwood Special Area Plan (SAP) is one of the largest private-sector urban land-use entitlements ever approved in the City of Miami — authorizing approximately 10 million square feet of development across 23 acres in the heart of Wynwood. The SAP establishes a long-term master plan for a multi-phase, mixed-use district with building heights ranging from 8 to 24 stories, incorporating residential, office, retail, hotel, entertainment, cultural, civic, and educational uses.
On behalf of Mana Common/Mana Miami, Dylan Finger led the entitlement effort, guiding the project through every technical, political, community, and regulatory component required for SAP approval under Miami 21.
Dylan coordinated a multidisciplinary team including:
Zyscovich Architects – master planning & urban design
Greenberg Traurig – land-use counsel
Civil, traffic, and environmental consultants
PR and communications teams
Economic & impact analysts
Community outreach specialists
His leadership involved full lifecycle entitlement management:
• Vision development and master plan refinement
• Multi-agency coordination with the City of Miami Planning Dept, Zoning, Public Works, Building Dept, Fire, Parks, Transportation, and Miami-Dade County agencies
• Negotiations with the Wynwood Business Improvement District (BID) and local stakeholders
• Hosting and leading public meetings and community charrettes
• Addressing BID, community, and city review comments
• Presenting the SAP before Wynwood BID committees, Planning, Zoning & Appeals Board (PZAB), and ultimately the City of Miami Commission, culminating in successful approval
The SAP established a transformative development framework for Wynwood’s western district, including new street grid extensions, pedestrian connectivity, infrastructure upgrades, public realm improvements, workforce housing guidelines, arts & cultural programming, and phased development blocks tailored for large-scale investment.
This project showcases Dylan’s ability to manage city-shaping entitlements, align complex stakeholder ecosystems, and secure approvals for multi-billion-dollar development frameworks.
